Discussion On Establishment Of Enterprise Quota Management System Under New Situation

The Enterprise Construction Quota(ECQ)is one quota that applicable for management of Construction Company,which is established according to the own Technology and Management of the sole company.ECQ is one standard,which reflect the ability that one company consume the certain Quantities and Certain Expenses for completion of one certain Quality Works.The ECQ is the base of the Cost Management of Company;meanwhile,the companies make and implement the Cost Plan on the basis of ECQ.Presently,the most companies in China have understood the importance of ECQ in the Cost Management.However,without the effective theories and software of ECQ,it is difficult to use ECQ in Cost Management of Company,which is stopping the spread of ECQ among the companies.In the Thesis,the.writer mention the concept of establishing the ECQ Management System(refer to "System" hereinafter)on the basis of Cost Management and ECQ.The System is used for aiding companies to apply the ECQ efficaciously in Cost Management,The aim of Cost Management is to establish the Loop of Cost Management.For running of the Loop,firstly,it should collect the whole basis data relating to Cost,and calculate these data for getting the Cost Data which agree with the computational caliber of ECQ.Secondly,it should analyze the Quota Items into the Cost Elements which are the basic elements of cost recourse,like human;material and equipment).And then,it should analyze the Cost Element continually into the Cost Factor which is the most basic units for Cost.Finally,by the means of analysis of the Weight of Cost Factor in one Cost Element,we can use the Quantitative analysis to describe the Cost Action of the construction,which make the Cost Management become more scientific and more rational.The base work of establishing the System is the Dynamic Database(refer to " Database" hereinafter).The writer studies the functional requirements of System,and establishes the Data Flow Diagram(DFD)and Entity Relationship Diagram(E-R Diagram).The writer also describes the Data Flow in System,which are"Collection of Basic Data ? Calculation of Cost Data? Analysis of the Weight of Cost Factor ?Cost ManageIn the Thesis,the key of technology is the study of Cost Factor,which can be divided into Price Factor and Consumption Faction.The Price Factor is influenced by the market,and it isn' t the study area in this thesis.The focal of the Thesis is to study how to quantitative the Cost according the Weight of Cost Factor.In which,the Cost Factor Amplitude Difference shall be calculated according to the Method of Class Interval.The whole Computing Process is the base of Technology of Cost Factor Analysis(CFA).In the end,the CFA is study aim of this thesis,and which are the base of making the Cost Plan and the base of analyzing the Cost.
