Research On The Status Quo And Development Strategy Of The Patent Of High-Tech Enterprise In Harbin

Patent as a kind of intangible assets and an important content of intellectual property rights, has become an important measure indicator of the competitiveness of a country, an industry or a technology field. Particularly, the development level of effective patent in high-tech enterprise can better reflect the independent innovation capacity of a country or a region. Since the patent strategy is made in Harbin, the patent work of the high-tech enterprise has made remarkable achievements. However, there are still a variety of problems, which seriously restrict the enhancement of the whole city economy development and competitiveness. Therefore, the research on the status quo and the Countermeasures of the development of patent in the high-tech enterprises in Harbin is of great significance and value.This paper, first of all, to clarify the research questions, mainly introduced the research background and related theory, research purpose and significance, research methods and content; then, using a large number of survey data and material, based on the investigation and interview of 211high-tech enterprisesin Harbin, taking a combination of qualitative and quantitative analysis methods, studied and analysed the status of patent in it, and the analyses were focus on the aspects of the general situation, the construction of patent management system and talent training; and identified the problems of the patent in high-tech enterprises in Harbin, mainly include four aspects:creation, utilization, protection and management, and deeply analysed its technical requirements of patent. Finally, put forward the practical and effective countermeasures of high-tech enterprises patent development, mainly aiming to the Harbin municipal government, the competent department of intellectual property, industry associations, enterprises, universities, scientific research institutions, intermediary organizations and news media.
