The Study Of The Compliance Between The Nationally Overall Pension Insurance System And China's National Conditions

Currently, the gradual realization of the nationally overall pension insurance system is consensus in China. However, according to the public administration theory and practice of the public policy, the establishment of any system or institution must be matched with the basic national conditions of a country to avoid the “Third Types of Errors”. In the past, China's research on the pension insurance has paid little attention to the problem of matching with China's national conditions, so it is necessary to carry out further research on it.This paper studied the matching between the nationally overall pension insurance system and the national conditions of China, and answered the question whether it is matched with Chinese national conditions. In order to solve this “problem”, this study carried on a thorough analysis of the of China's current pension insurance system firstly. Based on it, the paper selected the first 15 countries in “Melbourne Mercer Global Pension Index 2015” as samples, and adopt quantitative research method to summarize and analyze the pension insurance system in these countries. The study of the 15 countries found out that it can be divided into two categories, the nationally overall pension insurance system and non-national overall plan. Then, on the basis of this classification, we adopt the Discriminant Analysis to analyze the related data of the 15 countries and get the judgement formula about the nationally overall pension insurance system. According to this formula, we can get, on the one hand, the essential conditions of the nationally overall pension insurance system, on the other hand, the numerical performance of the compliance between the nationally overall pension insurance system and the basic national conditions in China. Secondly, in order to study the compliance more clearly, we analyzed the special situation of China's pension insurance system from the angle of history, and optimized the quantitative analysis by using the qualitative research method. Finally, the paper did a comprehensive analysis to come to conclusion, and put some policy suggestions to Chinese government about whether China could establish the nationally overall pension insurance system and how to make it better.
