For a long time, it is widespread for mineral-resource enterprises seeking to maximize benefits, ignoring social responsibilities. In the operating process, they bring numerous problems such as over possessing and exploiting mineral resources, stimulating social conflicts, impacting on natural environments. In response to these problems, public voices towards relevant social responsibilities are growing rapidly. Correspondingly, it is gradually strengthened under supervision of the national government. In this case, mineral-resource enterprises are involved in a dilemma: on one hand, they pursue simple interests regardless of time requirements; on the other hand, taking social responsibility will have to at the cost of increasing business expenses. Then it is a major realistic issue, which needs deep thinking and research in coordination with relationships between business interests and social responsibilities, in order to promote balanced developments. Moreover, this issue both relates to social stabilities, and directly affects social and economic further developments of whole nations. Therefore, to some extent, solving the issue is positive for deepening the reform comprehensively and coordinating sustainable developments of our country.This paper focuses on relationships between social responsibilities and business performances of mineral-resource enterprises in five aspects. First, brief descriptions and analyses are conducted based on researches at home and abroad. Second, generation of social responsibility theories and development situations in each respectively region are introduced. Third, research experiences and analysis methods are summarized from contemporary theoretical researches, especially combined with current situations of mineral-resource enterprises to explore the industry particularity fulfilled with social responsibilities. At the same time, through analyzing conditions of mineral-resource enterprises in our nation, root causes in their taking social responsibilities are identified. That is, uncertainty lies between social responsibilities and business performances. Fourth, corresponding learning directions are proposed towards our government and enterprises by management experiences of social responsibilities from foreign governments and advanced mineral-resource enterprises. Fifth, this paper analyzes relationships between overall effect of social responsibilities and corporate performances, between social responsibilities of five critical stakeholders and corporate performances, and influences differences between state-owned holding and state-owned participation mineral-resource enterprises based on social responsibilities-related data counted by 17 listed mineral-resource enterprises from 2010 to 2013. And empirical results are followed: First, the overall impacts of listed mineral-resource enterprises social responsibilities on business performances have gradually become better in the past two years; Second, environmental responsibilities and social responsibilities are conducive to enhance both social responsibilities and business performances according to studies in 2013 and those can be used as their short-term operating objectives; Third, there is minor difference between state-owned holding and state-owned participation in the aspect of positive influences on business performances by social responsibilities.On the basis of above studies, this paper addresses policy recommendations in three aspects such as improving mechanisms, expanding categories and distinguishing positions, in combination with management experiences and empirical results of mineral-resource enterprises social responsibilities at home and abroad. First is to improve mechanisms of corporate social responsibilities. Governments and businesses have to work together to create a win-win situation in taking social responsibilities and enhancing performances; Second is to actively expand categories of social responsibilities impacting performances, forming a direction leading by social responsibilities in order to play an entire role; Third is to further clarify positions of state-owned holding and state-owned participation enterprises, distinguish exact weight of social responsibilities for the purpose of enhancing effectiveness and building social enterprises.
