Research On Risk Action Path And Prevention Of Rural Land Circulation In New-type Urbanization

In process of the traditional town construct,The traditional pattern of urbanization has not satisfied the demand of development for the extending of the gap between rural and urban development and the intensification of social contradictions. Under the above background, the new pattern of urbanization people-oriented has been put forward, and it put more attention on the quality of the development of Urbanization. As the focal point of the new-type urbanization, land circulation is general trend of events. It is necessary to develop modern agriculture and also the basic direction of rural reform. But rural land circulation as a process of gains and losses and the transfer of rights, means transition of a part or whole of the farmer’s land rights. In process of rural land circulation,the Protection of Farmers ’Rights and Interests and land scale operating risk increase dramatically, so it is contrary to quality content and development requirements of the new urbanization, and threatens the harmonious and stable development of society. Therefore, responding to the current situation of rural land circulation, searching for the key role of the action path of risk and risk factors is one of the current problems on the basis of comprehensive identification of risk factors and a systematic analysis of of the path risk.On the basis of current situation and an analysis on existing problems of rural land circulation in China, with method of literature research, this paper initially identified risk factors of rural land circulation in the process of the new-type urbanization. Meanwhile, for comprehensive and efficient to identify the risks and get a list of risk factors of rural land circulation, a case study was used to supplement the preliminary identification work.Secondly, the paper discussed the risk mechanism of rural land circulation based on current situation and risk factors, and built the structural equation model of risk action path of rural land circulation. Then the sample data collected by questionnaire, was used to conduct the goodness of fit test of the model, and constantly revised the test results and obtained the model which is matched the actual situation.Finally, the paper got the key role of the risk action path and risk factors based on the analysis of the risk action path model which has been tested. In order to promote the orderly circulation of rural land management rights and the positive interaction with the new urbanization, combined with the current situation of rural land circulation, the paper put forward the measures for prevention and control of land circulation risk aimed at the key role of the risk action path and risk factors.
