With increasing people's awareness of environmental protection and laws about environmental protection have been developing, and the economic benefit drive, each enterprise is seeking with an environmentally friendly business manner based on the concept of circular economy. This is not only the requirements of social development, but also is an important means to reducing enterprises operation costs and establishing a corporate image. Under this background, recycling logistics,as a branch of logistics, receives academic circles and enterprises attaching great importance in recent years, especially the recovery of industrial packaging re-use recycling logistics has great potential for application in enterprises, and it may bring very considerable economic profit in the daily management of enterprises.The efficiency of recycling logistics system is directly dependent on the recycling logistics network structure, including the level of the recycling logistics network, the type, quantity, location of logistics facilities and the way of transportation of the object. For the enterprises, building a reasonable recycling logistics network is of not only great theoretical significance, but also the realistic meaning of guidance to the practice. Besides, the study and research results of the recycling logistics network design about industrial packaging recycling are very few.Under this background, this paper takes the logistics industrial packaging as the research object, and studies the design and planning of the logistics facility location of the recycling network in the actual operation process of the enterprise. In this paper, the theory of recycling logistics is sorted out, and the recycling network design of the recycling logistics of packaging material is mainly introduced. Then, taking company C as an example, this paper introduces the current industrial packaging recycling logistics system, and summarizes the problems found in the process of recovery. Based on the actual situation of C company, it designs a four-level recycling network including customers, recovery point, recycling center, manufacturer and supplier, and constructs the multi-dynamic logistics facility location models, and designs the genetic algorithm which is suitable to the model to get the optimal results. Finally, this paper takes the relevant data of company C as the basic data to calculate the problem, and the result shows that it can significantly reduce the current recycling network transportation costs by optimizing the current industrial packaging recycling logistics network facility location of company C, which is also verifying the model effectiveness.
