As an important part of our country's social organizations, institutional organization is mainly engaged in public benefit activities. In order to serve the public well, institutional organization does not create value directly. As a result, they need the support of government for their expenditure which account for as much as 30 % of the government spending. As a public institution, research institution is engaging in frontier science research and application. Their research results determine the height of the development of science and technology and has a direct impact on the economic development. At present, institutional organization is in a critical period of reform and transition. Therefore studying its performance appraisal system and developing the index system having directive and driving function is a subject with theoretical and practical significance.August 2014, the "Guidelines on the carrying out of the Key Performance Indicator in research institutions," issued jointly by the provincial party committee and the people's government of Shandong province, clear the direction of the key performance indicator reform. Therefore, the present key performance indicator system of Shandong Academy of Sciences should adjust. In this paper, the present key performance indicator system of Shandong Academy of Sciences was studied.(1) The relevant researches on performance appraisal and performance appraisal index system at home and abroad was reviewed, and the present situation of scientific research personnel performance appraisal was analyzes.(2) The present performance appraisal of Shandong Academy of Sciences was studied, including the connotation, subject, principle, function and general process. And the four methods used in performance appraisal, 360 ° performance appraisal method, management by objectives, key performance indicators and balanced scorecard method, are studied also.(3) The method of establishing the performance appraisal system of Shandong Academy of Science was studied, and the designing principles and the process of establishing the performance indicator system were introduced. Based on analyzing the advantages and problems of the existing performance indicator system o f Shandong Academy of Sciences, an improving performance appraisal system was established by using analytic hierarchy process(AHP).(4) The application of the performance appraisal results of institutes and staff were describes. The performance appraisal results of institutes were used in the selection of advanced units, rewarding the main principal responsible person and being an important basis for approving the amount of wages as well as the allocation of resources. The performance appraisal results of research personnel performance appraisal were used as a basis for selecting of outstanding personnel, evaluating the academic title and performance-related payment.
