With the rapid development of China's civil aviation industry, the resources of flight time for airport and airline become more and more important, and flight delays have become increasingly prominent while airport infrastructure expansion and airport capacity is limited. So this paper will construct flight time network in the perspective of complex network, achieve the optimization of flight time and resources and alleviate the congestion of flight time resources and other purposes through the research of flight time network.Based on current flight plan time for the data source, this paper takes the flight time as the research object, constructs the flight time network, and selects typical hub airport, regional airport to construct all airports' flight time network. In order to elaborate the general characteristics and regular patterns of the flight time from the time allocation model, the paper constructs the fluctuation coefficient with wave model by wave the changes reflect the situation of airport flights and compared the sample, through the network space flight time allocation mode analysis to discuss space decision of urban nodes in the network of flight time. The paper uses complex network theory and method to analyze the characteristics of the network structure of the sample airport, and verifies whether the networks have the scaling characteristic and central property. The paper divides the flight time into 24 time windows which displays the airport's flight status within 1 hour, constructs the flight time network of each time window, and discusses the static statistical characteristics and the centrality of the network. In accordance with the time difference of network survivability measure, the paper optimizes the network structure of flight time, solves the flight information sharing and provides some countermeasures and suggestions so that to accelerate China's flight time allocation of resources.
