As the green electric energy, hydro-electric generation is one of important solutions to reduce environment pollution and energy crisis under the low carbon economy circumstance. It occupies the important economic status in our energy development. With the fast development of information technique, in order to realize unattended mode, most of domestic hydropower stations have used centralized control mode to uniformly manage every station. The security of operation and maintenance of hydropower station is the attention focus of society and country. It must be solved to take effective measures to improve the security risk service consciousness level of the operation and maintenance staffs. Through investigating domestic multi- centralized control of hydropower stations, this paper is focus to solve the problem of weak security risk service consciousness of the operation and maintenance staffs, which is combined with relative theories of security risk management and cloud service. The main research work as follows.a. Global contracture of human security risk control mode based on cloud service of centralized control of hydropower is built, and its operation mode has detail description. After analyzing the weak security risk service consciousness of the operation and maintenance staffs, five-layered progressive global contracture of human security risk control mode is put forward through introducing cloud service thought. Meanwhile, the mode operation process is analyzed from the view of before, during, and afterwards human security risk control.b. A human security risk control system of based on cloud service of centralized control of hydropower is developed. Firstly, through analyzing the function and non-functional requirements of system, the system architecture is established based on object-oriented thinking. Then, using Unified Modeling Language(UML) analyzes system's functional structure, static structure, object interaction and business process by applying Sybase PowerDesigner tool. Lastly, the conceptual data model and physical data model of system is analyzed.c. Two key techniques of personalized service recommendation and security risk service evaluation is researched. On one hand, personalized service recommendation model is established based on collaborative filtering recommendation algorithm. It meets the personalized service requirements of study training and operation and maintenance work. On the other hand, a comprehensive security risk service assessment model is built based on operation and maintenance reliability. It achieves to comprehensively assess the security risk service level of the process of study training and performance of operation and maintenance work.d. This article choses Sichuan Jiarun Electric Power Co., Ltd as development background. Using Axure RP Pro7.0 designs the prototyping for PC and mobile terminal system's first phase of interface functions, which is consist of user registration, service resource search and view, personalized service recommendation and task execution management. It tests the feasibility and applicability of the proposed system in reality.e. Finally, the achievement of this paper is summarized, and primary plans for the further work are proposed.
