Investigation And Study On The Operation Situation Of The New Rural Cooperative Medical System In Suining City

The new rural cooperative medical system (NCMS),which brings real benefits tothe broad masses of farmers and brings delightful social benefits,is an important partof the rural social security system for farmers. Analysis and research of NCMSoperation from several dimensions will help to find problems in the system and thenfind the solution to ensure it in a long-term operation orbit.Based on questionnaire survey and analysis of the this article through the1000farmers,Health Bureau cadres and NCMS administration staff of Suining City,thedeep-seated reasons affecting the sustainable and healthy operation of NCMS wasexplored which was for the reference of the improvement of the NCMS. In the researchthe literature research method, empirical research method,questionnaire survey methodand summarized method were used, and the qualitative analysis method and quantitativeanalysis method were effectively combined. The full text was divided into fiveparts:background research and significance research, introduction of the researchdesign (Methods), the analysis and discussion of theresearch,countermeasures, suggestions and conclusion.Part ⅠThe background and significance of the research were explained,whichmainly included research background, research significance, literature review, thispaper’s main innovationpoints etc.Part ⅡThe study design was introduced, which mainly were:the purpose of theinvestigation, questionnaire design, sample selection etc.Part Ⅲ The survey results were summarized, analyzed and discussed.First, theNCMS of Suining City,Sichuan Province as an example, the basic survey results ofNCMS operation,the establishment and the development of NCMS and theimplementation and performance evaluation of this city were introduced. Third, theproblems of the NCMS operation were put forward and the reason was analyzed,whichwere: lack of financial investment and overall consideration; stronger propaganda andmobilization work; missing of fund raising mechanism; protection of localinterests;unscientific institution setting; policy divorced from the realityand profit-driven medical institutions; the separation of the management department ofthe basic medical insurance system and the lagging of the new legislation etc. Part Ⅳ The countermeasures and suggestions for the research were putforward.They mainly were: to strengthen the construction of the Basic medical andhealth service system; to strengthen propaganda by working along both lines; toestablish diversified financing mechanisms; to simplify the reimbursement proceduresand improve the service quality;to transform the government functions and introducethe commercial insurance in the management mode; to strengthen governmentsupervision and management and improve the social benefits of fund; to actively helpthe health care system to transfer to the Department of human society;to accelerate thepace of legislation, strengthen the administrative supervision and construct a seamlesssupervision system.Part Ⅴ:conclusion.
