With the significant development of the technology and economic globalization, the global competition of the market becomes more and more intense. The focus of the competition turns to the quality of produces instead of price. What is more, the content of quality evolves and deepens continuously. Traditionally speaking, quality means that products should meet a criterion, but nowadays products shall satisfy the customers and interested targets. Meanwhile, the category of products quality experiences an obvious extension. Quality covers not only the products and service, but also the whole operation, process, system, management and resources support. Today quality becomes a large concept, which is a core of value creation.As the international competition becomes more widely, the superiorities of labor cost and raw materials resources disappear gradually. As the result, in every walk of life, the content based on total quality management appears in full swing.Performance Excellence Model is a criterion of enterprises management and operation system built in 1980's in USA, which is the review criterion of the Baldrige National Quality Award Program. Such model emphasizes the satisfaction of customers and other interested targets, social responsibility, strategy plan and results of operation. It reflects the newest methods and philosophy of modern quality management and supplies the company an excellent mode for management and operation. In 2005, our country issued the Criteria for Performance Excellence and the Implementation guidelines. After that, more ranges of enterprises implement such performance excellence model. For human resources management, the one of performance excellence model categories and an important link of processing. the special management idea, the better evaluation system of Performance Excellence Model can provide more comprehensive guides. Performance Excellence Model provides the powerful support and guarantee for the development of human resources management based on the strategy plan of the company. Human resources management is the key point whether the company can import Performance Excellence Model or not, and the important elements to achieve the development plan.W company is a mechanism manufacture enterprise built in 1979,. whose predecessor was the subordinate enterprise of national machinery industry. Now it is a listed state-owned company. On one hand, as an old brand state-owned company which own above 30 years history, it has some unavoidable disadvantages burying in company's culture and methods & thinking of management, especially in the human resource allocation and payroll management. On the other hand, the competition of talents will play a decisive role in market contend because of the strategic plan, which means the company extents to aircraft industry, military industry and more high-end area. Based on such background, W company should reform the company's culture, methods & thinking of management and human resource allocation to support the strategic plan. The human resources management must meet the similar problems when the old brand state-owned companies represented by W company on the way of development and striving to live.Human resources management, which is based on performance excellence mode, designs, organizes, and allocates the human resources combined with materials recourses logically according to new viewing and dimensionality, using scientific and advanced methods. It carries out works in some dimensionalities including the human resources strategy, studying and motivation of employees, equities and satisfactions of employees and working system, to achieve the best allocation ratio between human resources and materials resources in the company. At the same time, human resources management oriented coordinates and controls the thinking, idea and mentality of employees moderately. It makes employees fully exerted subjective and gives full scope to the talents. As the result, the strategy score of the enterprise can be achieved.Such essay researched the working system, studying and motivation of employees, equities and satisfactions of employees and the human resources strategy of W company according to the analyzing the usage of performance excellence mode in human resources management. According to consult the relative document literature combined with the working experience in W company, the author studied and researched the performance excellence model and criteria for performance excellence. The author analyzed the method, process and practice of performance excellence model in every part of human resources management of W company, using SWOT analyze, staff's interview, compare of the data, special cases collection and analyze, etc. Based on these researches the author can supply the way and direction of improvement for human resources management in W company, and then, the author hope such essay can provide the references for the improvement of human resources management of the companies which are suffering transition, or put the performance excellence model into effect already.
