With the weak economy situation in the world, china's economy is lack of inner motivation. In order to optimize Chinese financial structure, the policies of financial reform show up frequently, such as the formation of interest rate liberalization, the appearance of financial innovation products. During to these policies, small and medium commercial banks faced with new challenges so that they should make clear of market targets and achieve transitional development according to financial reform policies.Jiutai agricultural commercial bank grew out of the Jiutai rural credit cooperative was found in 1950.Approved by the china bank regulatory commission in December 2008. The rural credit cooperative became the first rural commercial bank in the northeast part. In the highly competitive economic situation, state-owned banks,large joint-stock banks and foreign banks constantly occupies market. Agricultural and commercial bank regarded as small and medium commercial bank. how to keep developing in a bad situation? How to give play to core-competitiveness? This thesis focuses on setting up development targets, making suitable developmental strategies and letting the agricultural and commercial bank in a good situation.Applying the strategic and manageable theory, using PEST and SWOT analysis methods analyze the inside and outside environment about Jiutai agricultural and commercial bank and put forward a development strategy. Combining PEST analysis method and political, economical and social environment is to predict developmental tendency and then decide or modify development strategies. Through the SWOT analysis method, it can analyze inside environment of Jiutai agricultural and commercial bank. Faced with threats and opportunities coming from outside environment and good and bad situations from inside environment, this aims to help Jiutai agricultural and commercial bank get a better development. Jiutai RuralCommercial Bank should choose WO strategy, namely to reverse type strategy, in order to avoid cross-regional operation headquarters simply copy strategy, business and services, different regional agencies look for different customer groups, develop differentiated, personalized service, local conditions play their own Advantage,research on how to be in an invincible position in the current competition between banks.Through the above analysis, cross regional operation is a better option for Jiutai agricultural and commercial bank. According to different city targets and local economic policies, chooses properly financial market operational modes. This includes the establishment of remote branch offices, the expand of business models,the evading of local competitive pressures, the purchase of financial shares, the decentralization of operating risks, the establishment of village banks and rural credit cooperatives and the integration of reorganization and restructure, sets up financial banks and other financial market divisions according to target market, achieves a long-term stable development about Jiutai agricultural commercial bank. Through the above analysis foundation to achieve the objectives of strategic planning, a clear market positioning strategy, the implementation of the development strategy:deepening business transformation, to carry out specialized construction, strengthen the building.The systenmatically study of Jiutai Rural Commercial Bank development strategy effectively promote the combining of strategic management theory and practice of banking management.It gives some guiding refence on Jiutai Rural Commercial Bank's long-term atable development.
