Equipment manufacturing industry is not only the foundation of the national industrial development, but also the core component of manufacturing industry. However, currently the Chinese equipment manufacturing industry is large in scale but not competitive, especially in key-component manufacturing industry. It could be attributable to that the Chinese traditional enterprises tend to emphasize those specific issues such as technology, equipment and product quality, rather than pay attention to building management system and strategic management.Company W is a major state-owned equipment component manufacturing enterprise. Due to the distinguishing features of the industry and the market the Company W placed in, comparing with traditional machinery manufacturer, Company W attaches importance to strategy planning. In this paper, case-study and literature research method will be applied to analyze the model and practice of the Company W in strategy planning establishment and implement. It could be seen that, by introducing and deploying the Excellent Performance Mode (EPM), Company W is able to self-evaluate the effects of those approaches applied in the strategic management which is based on an objective description and the current situation of strategic management. In addition, it could also self-evaluate the coordinate degree that the organization need in other rating items. In other word, the company can employ the four elements "method, launch, study, and integrate" to evaluate the maturity degree of the organization management process. The purpose of this study is to help the company to enhance the performance strategy and operation, and to present a valuable example to the EPM research and generalization. Company W case will also provide reference to those enteiprises which placed in similar industries to improve their strategic management.This paper consists of five parts. The first part is introduction which will describe the research background, purpose and method of this study. The second part will provide a general overview of strategic management, and the processes and methods applied in the EMP valuation standard and strategic management. In the fourth part, the Company W's EMP-based strategy management system design will be discussed, including close-loop strategy control process, strategy generation process, strategy map, key performance index system and performance appraisal scheme. A conclusion will be provided in the fifth part, and the achievements and the improving project for the shortcomings of Company W's strategic management will also be discussed in this part.In general, two innovations lie in this paper. Firstly, it studies that how an enterprise builds a characteristic EPM system based on its practical situation with the EPM standard guiding questions and systematic thinking and top-level design of the integrated management system. In terms of the Company W, this system contains integrated framework of strategic management, normative management method for strategy formulating, balanced scored card (BSC) strategy map, and key performance index system, which constitutes a close-loop strategy control process cored by performance appraisal.Secondly, this paper combines strategic management method and strategic management evaluation with theoretical analysis and case study. It also explores deeply into how an enterprise applies different management tools and approaches in various segments, such as strategy analysis, target formulation, strategy transformation, target decomposition and implementation tracking, and how it persistently improves management ability.
