Since the late1980s, there has been an inevitable trend of up-scaling and centralizing development in food and drinks industry. As part of food and drinks industry, Chinese wine equities industry has put the up-scaling and centralizing strategy into practice with the development of the industry in Sichuan and Guizhou provinces. However, researches of strategic achievements management system in wine equities industry are relatively lagging, which have limited the systematic development of wine equities industry in a certain degree. It also exerts a negative influence on the sustainable development of wine equities industry in China.A realistic subject for the whole industry is to correctly use balancedscorecard(BSC), thereby converting the business strategy into effective performance indicators.A traditional wine corporation LJ is taken as an example of the research object, parsing its problems in terms of achievements management system planning. It aims at designing a brand new process based on BSCwhich is helpful forthe corporate strategic management. The design is expected to have reference value in terms of strategic goals,key performance indicators and performance payment setting.There are seven paragraphs in total.The first paragraph is the introduction,which includes the background information, research significance, the importance of BSC-based strategic achievements management system, and the research method of this study.The second part is the theoretical review. After reviewing researches on BSC, this paragraph has a brief introduction of basic theories of BSC, which contains its principles, features and general components.The third paragraph is an analysis of the achievements management system present situations in wine equities industry in China. While revealing the reason of the major turning point of this industry in2013, this study introduces the common achievements management methods as well as its limitations.The fourth paragraph is the present situation of the achievements management of LJ, which covers the field investigation interview, second data collection, an diagnostic analysis based on four dimensions of BSC and the necessity for LJ to build up its BSC.As the main body of this study, the fifth paragraph aims at building a strategic achievements management system, and this process includes enterprise strategy organizing, strategic map designing and strategic achievement development in every level of the corporation, etc.The sixth paragraph mainly introduces supporting measures and expected effects of BSC-based strategic achievements management system.The last paragraph is the conclusion, which aim is to conclude and sum up the study, indicating the writing focus and future prospects.There are two contributions of this study. On one hand, it changes the traditional performance assessment with financial indicators only, and promotes the development of strategic achievements management system. On the other hand, it carries out a new strategy for management which is based on BSC. After in-depth interview and questionnaire survey, and a combination of corporate strategy, business goal and performance management, the suggestion this study puts forward has certain practicalsignificance. Meanwhile, it is able to provide references for other corporations.Some shortages exist as well. The efficiency of the theory is unable to be actually tested and verified since it has not been applied in the real situation. Besides, the materials from LJ are limited and therefore the BSC-based achievements management system is not perfectly accurate yet. According to these lacks, further research will be conducted to achieve a more effective and proficient conclusion.
