The Present Situation Of Shanxi Province Forest Land Requisition And The Countermeasure Reaserch

In recent years, the global natural ecosystem was serious damage, which had become an indisputable fact. As the world's largest developing country, China's green development path takes the bear important responsibility in protecting the world ecological environment. Forest ecological, economic and cultural functions, in every stage of development in different countries to get the affirmation, forestland is the basis of the development of forest resources and foundation, to consolidate and expand the green ecological space, improve the ecological environment, ecological security, the construction of ecological civilization is of great significance. Therefore, protecting the forest land, strengthening the management of woodland, development of forest resources in China, and green development road has important meaning.Shanxi Province in the backdrop of the world economic landscape change was in the transformation of the pattern of economic development, which speeded up the transformation and upgrading of industrial structure adjustment and product phase. Shanxi Province economic growth inevitably lead to the development of the whole society, and increasing investment construction was bound to lead to an increase in the number of requisitioning land with increasing year by year. Demanding for forest land requisition management was faced with challenges. Forest land resources management in Shanxi Province was faced with many problems, mainly included woodland reverse situation increasingly serious, woodland area of degradation obviously, the development of economy accelerate forest land requisition phenomenon, and the local government appeared the tendency of existing issues right forestland requisition and occupation in abuse and generalization.Therefore, this research in Shanxi Province as an example, the paper analyzed the current situation of Shanxi forest land requisition, reasons and countermeasures, mainly from the following several aspects to study:(1) Understanding the basic situation and the trend of Shanxi forest land requisition. Introducing the current forestry in Shanxi Province, especially the status quo of woodland resources, the existing issues in forestland requisition and occupation in forestry, found in Shanxi Province had important significance. We summarized the existing issues basic situation, the future trend of forestland requisition and occupation in Shanxi Province.(2) This paper analyzed the reasons of forest land erosion. Considering two factors included the forest land loss legal and illegal. Legal factors included woodland protection planning of hysteresis, forest land requisition management system, forest land requisition audit mechanism, forest land requisition compensation mechanism, which was not reasonable. Illegitimate factors included temporary forest land requisition supervision, the insufficient strength of the punishment of illegal forest land requisition, forest land management method, which was not perfect.(3) The relative knowledge of forest management, introducing the basic content of forest management, as well as the current situation and problems of woodland protection at present, deeply realized the importance of forest protection in Shanxi Province. We need more attention on society. At the same time, we need increase forest land requisition government measures and perfect the legal system in the two aspects of forest land requisition management measures, for improving Shanxi Province. The existing issues in forest land requisition and occupation in Shanxi Province were proper.Through the analysis of the above research contents, contributing to forest land use planning was scientific, democratic, authority to forest land resources rational utilization and effective protection, which accurately determined the long-term development of forest land use, adopted comprehensive policy measures and the target, finally realized the ecological construction, the coordination of economic and social development.
