Today, sustainable development has been accepted as a common concept of global development. As a major part of the land ecological system, it is the material basis and precondition for the sustainable development of forestry. It is necessary to manage the forest resource in a sustainable manner so that man and nature can stay in harmony This is the inevitable choice of human management of forest resource.Our country covers a total forest area of 4.3 billion acres,2.5 billion of which belong to collective forest land, accounting for 60.1% of the national forest area. Various family-hired collective forestry takes up more than a half of our national forestry. Therefore, this form of forestry is of great importance to the cause of forestry.Forest right is the core of the forestry policy. The leading factors which impede its sustainable development and keep it from breaking the barriers are summarized as follows: unclear property rights, vague managers, unreasonable profit distribution and lack of incentive for forestry rights transference. The fundamental way to carry out the concept of scientific development, to realize the harmonious relationship between man and nature, to solve the issues concerning farmers, is to lay down a practical forest transferring system according to our specific national conditions as well as the forestry conditions to guarantee the realization of our goal to manage the southern collective forest in a sustainable way.This exploration is made on the basis of the results of the current relevant studies at home and abroad, through the study of typical collective forest regions in the south including Liuyang city, Zixing city and Jingzhou county. an analysis is made about the characteristics of forest land disposal right, basic features of forest land transfer as well as its mechanisms and causes, problems and limitations existing in the transferring process and its system. Finally relevant and effective suggestions and countermeasures are put forward.The crucial point of the collective forest land transfer lies in the transference of the hired managing rights of forest land. In accordance with the national laws, the subject of the hired managing right can only be chosen from a member of the collective economic organization. The problems still need to be solved as to granting independent legal status to hired managing rights, and improving laws and regulations relevant to forest rights registration to guarantee the forest farmers' rights of hired management, participation, supervision and notification.
