In the 21 st century,global economic has been growing fast and market competition has becoming increasingly fierce.Chinese companies,particularly the state-owned companies,have realized the importance of capacity building in the global competition.It is generally known that performance appraisal system is a key toolkit to ensure the strategy implementation and core capability building and to set a reasonable and clear performance goal could help to improve the chance of success for companies.In order to fully implement the strategy of the State Grid Corporation,and to achieve a good management results,local power supply companies need to reinforce the operation management and optimize the management procedure.Performance appraisal plays a very important role in the company's human resource management and the strategy implementation.Meanwhile,it could strengthen company's internal cohesion,enhance the market competitiveness,inspire employees' initiative,improve the management effectiveness and help the local power supply companies to achieve a healthy and sustainable growth.Therefore,there is a great necessity to establish an adaptable performance appraisal system for the low power supply companies.Based on the literature review of the performance management theories,including the key performance indicator technique and balanced scorecard,this study analyzed the current situation of performance appraisal practices in the local power supply companies and proposed the necessity to design a new performance appraisal system.By using the case study method,this study probed into the key research question of how to establish a performance appraisal system in accordance with the reality of low power supply companies and three key factors,including the overall strategy configuration,key performance indicators and system supportiveness were examined.The case sample was HZ Power Supply Company.This study consisted of six parts.The first part was the research introduction,in which research backgrounds,purpose,methods and structure were well illustrated.The second part was the literature review,mainly reviewing the theories of the key performance indicator technique and balanced scorecard.The third part was question analysis,in which the local power supply companies' performance appraisal management practices were analyzed and the key problems were explored.The forth part focused on case analysis based on the research construct and sample case company,and tested the construct validity by using the similar case settings in other industries and different data sources.The fifth part was mainly about the verification of the proposed performance appraisal system in HZ Power Supply Company by testing the effectiveness and efficiency of the new model.The sixth part was the research conclusion and prospect.
