In recent years, more and more tense situation of the domestic energy supply, coal prices are rising, for thermal power enterprises rising cost pressures; at the same time as the continuous development of the social economy, national and social public awareness of environmental protection is constantly increasing, while thermal power enterprises under environmental pressure continues to rise, the enterprises for equipment modification, the requirements of environmental protection technology upgrade spending further increasing the cost of thermal power enterprises, the management is not optimistic, many thermal power plant’s profit level is very low. In the face of so severe operating pressure, thermal power enterprises want to improve the condition of business, improve profitability, must be on one’s own internal management work of rectification and reform, strengthen the construction of organization, optimize work process, improve work efficiency, reduce operating costs, including through the establishment of scientific power the person in charge of the enterprise performance evaluation and incentive system, improve the operation of enterprise leaders enterprise management level, has the vital role and the significance to strengthen the organization construction, thermal power enterprises to improve efficiency of organization operation.In this paper, the research work with Kyrgyzstan shares company characteristics of a thermal power enterprises in the production and operation of the subsidiary, in order to achieve the company established the strategic development goal as the basic orientation, with the theory and method of modern enterprise performance management as the basis, through the system analysis of the thermal power enterprises responsible for the running situation of the performance management system of, find out the existing problems, and explore the causes behind the existence of, on the basis of this, according to the sex of Kyrgyzstan shares company thermal power enterprises responsible for performance management system optimization, improve the level of performance management in power enterprises. This paper consists of five parts.
