Against the background of great changes in the social and economic situation,the power industry is on the cusp of power reform,and the monopoly position of power enterprises is facing unprecedented challenges.Located in the west of our country's many remote municipal power supply enterprise human resources management system and performance appraisal system is not perfect,the development of the enterprise encountered bottleneck,performance appraisal is one of the human resources management important link,its effective implementation,can make staff full of enthusiasm and power efficient to complete self target,improve the operational efficiency of organization,realize win-win situation of organization and staff,so far west municipal power supply enterprise performance appraisal system reform is necessary.First of all,this paper expounds the theoretical basis related to performance appraisal,including performance,performance management,performance appraisal indicators and assessment methods,with a focus on the detailed introduction of the balanced scorecard in the assessment tools.Then,this paper takes Z power supply company as the analysis object,introduces the company's background information,organizational structure,strategic objectives,etc.,and makes an in-depth analysis of its current performance assessment status,specific performance assessment process and existing problems.Power supply for Z company currently on performance appraisal not value,performance appraisal index,index problems such as unclear orientation,communication is not clear,introducing the advanced management tools of balanced scorecard to the company's performance appraisal system,through the four dimensions of balanced scorecard management thought,will be reclassified to build the company's performance appraisal index,and the new index weight assignment,form a clear strategy orientation of assessment indicators.At the same time,the new assessment indicators are implemented to verify the effectiveness of introducing BSC.Finally,the guarantee measures for the implementation of BSC performance assessment in Z power supply company are formulated,and the implementation guarantee,implementation cycle,communication feedback,result application and other aspects are elaborated respectively,so as to achieve a complete performance assessment system.
