Study On The Deepen Reform Of The Administrative System Of China's Telecommunication Industry

For a long time, the telecommunications industry has been regarded as a highly regulated "natural monopoly industry". The arrival of the Internet era has brought more and more uncertain factors to the development of the telecommunications industry. Since the 1980s, deregulation, privatization and market competition have become the leading trend of market-oriented transformation of telecommunications industry in the world. As the market reform forefront of many policy control industries, China's telecommunications industry has experienced several reforms since the 1990's. However, as the main body of the telecom market, the state-owned telecom enterprises are still quasi-monopolies. The current administrative system of China's telecommunication industry has many problems, including high control costs, strict market access rules and poor service, which restrict the innovation and development of telecommunications in China.This paper take a comprehensive system of research methods to achieve some theoretical research and discussion of reform the telecommunications industry based on the theory of incentive regulation. According to the reform process and development period of China's telecommunications industry, this paper analyze the impact of administrative monopoly on the market structure and industrial development of China's telecommunications industry so as to find a breakthrough in the reform of the administrative system of China's telecommunications industry. This paper analyzed the necessity and feasibility of the reform of the administrative system of China's telecommunications industry from the theory and practice of domestic and abroad, and exploring the future direction of optimizing industrial organization structure. At last, this paper put forward the basic principles of the deepen reform of the administrative system of China's telecommunications industry, and thus to provide some suggestions for the sustained and effective development of China's telecommunications industry.
