Research On The Administrative Monopoly Of Toll Road Industry

Toll road industry is the basic and service industry of the national economy,and it is the bond that ties the world together.But with the rapid development of toll road,it exposed many problems,such as the low efficiency of regulation,high barriers to entry,imperfect pricing mechanism,low efficiency of resource allocation and serious losses of the efficiency,which are related with high administrative monopoly of our toll road industry.Therefore,this paper focuses on the research of the administrative monopoly of toll road industry so as to provide countermeasures and suggestions for eliminating the negative impact caused by the administrative monopoly.First of all,based on tracing the history of the development of administrative monopoly in China's toll road industry,this paper analyzes the current situation and measures the degree of administrative monopoly of China's toll road industry using principal component analysis method,the result shows that the degree of administrative monopoly is in the trend of decreasing,but compared with the telecommunications industry,petroleum industry and power industry,it is still relatively high.Nationalization proportion and Equity ratio have a significant influence to the administrative monopoly.Secondly,this paper discusses the influence of administrative monopoly,and concludes that the administrative monopoly is necessary in the toll road industry with the support of economic theory,but excessive administrative monopoly will lead to enterprises' low operation efficiency at the micro level.It makes the industry lack of power for competition and technology innovation at the industry level,which hinders technical progress of the industry.And it will also cause the workers' income of toll road industry higher than the average level of society,thus widen the income gap,meanwhile,it will cause serious loss of social welfare.Thirdly,this paper searches many reasons from the formation mechanism of administrative monopoly,and it finds that the Industry attribute such as natural monopoly,capital intensive,infrastructure,social welfare and network economy determines the necessity of administrative monopoly;imperfect reform of the management system is the direct reason of administrative monopoly;profit-driven among the central government,local government and toll road operators is the internal driving force of administrative monopoly;the dislocation and dispersion of regulatory functions and insufficiency of effective supervision and restriction mechanism is the external reasons of administrative monopoly.Finally,based on the above research,this paper puts forward some measures from perfecting the management system,deepening the reform of property rights,strengthening the reform of government supervision system to eliminate the negative effects of administrative monopoly.
