Study On The Problems And Countermeasures Of Drug Circulation Management In Fuzhou City

Since the middle of nineteenth century, the pharmaceutical industry develop rapidly so that human beings can conquer many diseases, the level of health and life safety is improving. But due to the influence of some special factors, such as the principle, composition and other factors, drugs have special properties of effectiveness and risk coexist, the development of drug circulation depends entirely on the market mechanism and laissez faire is not realistic, therefore we must regulate its circulation. After nearly ten years of efforts, the drug circulation administration of Fuzhou city has been built up, and the mechanism is being perfect. it have take effect in the regulation of drug circulation and making. But also the problems have emerged, which is that drug circulation administration system couldn’t keep up with the pace of economic development and the needs of the people. A series of regulatory bottlenecks and difficulties are gradually exposed. In some extent, it even have hindered the development of drug circulation, and influenced the drug safe. Therefore, we must improve the current system of drug circulation supervision, and perfect the way of supervision method.This paper takes the management of drug circulation in Fuzhou city as the research object, based with the theory of drug circulation management.We conclude that the Fuzhou municipal management of drug circulation has made certain achievements, but problems are exposed in the actual work of drug circulation management, such as pharmaceutical enterprises’daily management problem, implement problem of GSP, and drug safety risks in rural areas etc. Through the analysis, we find that there are many reasons for these problems in the management of drug circulation in Fuzhou city, related to the development trend of the pharmaceutical distribution industry, modern drug logistics management, imbalanced development of urban and rural, the government policy, etc. The key reason is the powerless supervision of regulatory authorities, mainly reflected on the low level of the pharmaceutical industry, the weak implement of GSP, the inadequate construction of rural medicine two network, and the weak drug safety credit system. To solve these problems, the author make good use of the previous studies and 9 years’ practice, combined with the actual situation drug circulation regulation of Fuzhou city, the paper forward some basic ideas,methods and measures to perfect the drug circulation management of Fuzhou city,In order to provide some valuable and operable suggestions for the work of Fuzhou city’s drug circulation management, also to provide a useful reference for similar area’s drug circulation management.
