Study On Collective Land Expropriation Management Of Fuzhou City

The implementation of Haixi Economic zone strategy has greatly accelerated the process of industrialization and urbanization in Fuzhou, and promoted comprehensive economic and social development, also produced a great number of landless farmers by the Government’s land requisition acts. The landless farmers will face not only the challenge of losing the land, but also the loss of basic security. Therefore, it has great theoretical and practical significance to study the collective land expropriation management of Fuzhou city, and discuss the countermeasures of requisition management work, and earnestly safeguard the legitimate rights and interests of landless farmers.From the perspective of service-oriented government, This article puts the land acquisition management into the overall framework of public management field, and uses standardized and empirical research methods, focusing on the literature reviews, investigation and interview and questionnaire investigation to discuss the main problems of collective land requisition in traditional control-oriented government mode of Fuzhou City, such as the freely exercises of land requisition right, the weakly land management of whole dynamic process, the unreasonable land expropriation system etc. and it also analyzes the deep level reason of these problems, including the driving of economic benefit, the out-dated land acquisition management, The lagging of land expropriation system reforming etc..Then, by using the comparative analysis method, based on the advanced experience abroad and domestic and on some related theories of the land requisition management, aiming at the main problems of Fuzhou urban collective land requisition, the article puts forward several concrete plan to improve collective land requisition management of Fuzhou City in service-oriented government:Firstly, government should exercise the land requisition right in accordance with the laws and regulations when transforming its functions. Secondly, government should improve the land management mode, and strict the implementation of land management, implementing "sunshine" land requisition. Thirdly, government should improve the land requisition system arrangements, and build diversified resettlement compensation mechanism, and reasonable and effective dispute resolution mechanism and scientific and effective mechanism for land expropriated farmers to participation.
