Research On Industrial Structure Upgrade Path Of Human Capital In The Three Northeast Provinces

The revitalization of the Northeast Traditional Industrial Base is one of the most important issues in current China’s economic development strategy.Since the founding of The People’s Republic of China,the three northeast provinces have made important contribution for the construction of China’s industrial system.But this kind of resource-based development model is conditioned by resources reserve directly.With the continuous decrease of resources reserves,the heavy industry development of the three northeast provinces was in trouble,and also inhibited the effective development of other industries.This made the development of the overall industrial structure lag behind.Especially since 2013,some northeast provinces have experienced negative economic growth which became the most prominent contradiction in China’s economic development.Therefore,to realize the transformation and upgrading of the northeast economy is the breakthrough for revitalization of the northeast economic.The traditional industrial economy development is based on the processing of natural resources in which money is the leading factor.The development of knowledge economy is on the basis of knowledge accumulation and innovation.The leading factor is talents.In the era of knowledge economy,human capital in economic development and social progress has been playing an increasingly important role.On one hand,In order to promote industrial structure upgrade,human capita working as a special kind of production factor,should promote the generation of new industries and promote the upgrading of traditional industries which is one path to promote industrial structure upgrade;on the other hand,human capital working as an economic subject,could promote the upgrading of industrial development by upgrading consumer demand structure which is the other path.Therefore,under the background of revitalization of the northeast old industrial base in China,the research on coordination problem between the industrial structure upgrading and human capital structure becomes particularly important.Besides,it is of practical significance to promote economic development in the three northeast provinces.Based on the northeast economic development,this paper focuses on the three northeast provinces,and discusses the issue of industrial structure upgrade path of human capital.This paper,which is based on the related theories and literature both at home and abroad,analyzes the theory of mechanism human capital path to industrial structure upgrade.Then,according to the present conditions of industrial structure and human capital in the three northeast provinces,this paper analyses the northeast three provinces face a contradictory reality called "a lower level industrial structure with a higher human capital level" According to the empirical results,this paper builds a national provincial level panel threshold model,to analyze the upgrading of industrial structure of the nonlinear effect in the path of human capital.Based on the results of the empirical model in this text,this paper concludes:under a higher level of foreign trade development and a certain degree of fixed asset investment,the increase of human capital can promote industrial structure upgrade.According to the threshold values evaluated in the empirical model,the foreign trade development level and the investment in fixed assets in the three northeast provinces are at the lower interval.In the three northeast provinces,the promotion effect of human capital to industrial structure upgrade is not ideal.Therefore,this paper argues that,to promote industrial structure upgrade,various provinces could not ignore the foreign trade development and fixed assets investment at the same time of ascending human capital.Local governments should formulate corresponding policies and measures for upgrading the industrial structure.according to the actual local development situation.
