Based on different focuses,social equality can be divided into starting-point equality,process equality and result equality.In practice,discussions on process and result inequality issues are many since they are observable.while those on staring-point inequality are few.Through comparative analysis on the three equality theories,this paper finds that starting-point equality is the fundamental premise for the realization of substantial equality,because it emphasizes not only the equal natural rights of humans,but also the equal ability of humans and equal resources and opportunities for the formation of such ability.Based on theoretical analysis,the paper researches into the starting-point inequality issue of China's labor market.First,it introduces the inequality status of China's labor market from race,sex,birth place and family background.Second,it analyzes the impact of race,sex,birth place and family background on uneven incomes and finds that starting-point factors contribute to 13.35%of the income gap,in which race contributes to 0.05%,sex 1.26%,birth place 5.56%and family background 6.28%.Besides,it also finds that since 1949,starting-point inequality in China's labor market has decreased first,then picked up and then decreased again.Based on empirical results,the paper concludes that first,though starting-point inequality has a certain impact on personal development in China's labor market,personal efforts remain the main factor;second,with the improvement of the market economy,market has been playing an increasingly important role in resource allocation,which has greatly reduced the impact of starting-point inequality on personal development.In a word,the starting-point inequality issue at China's labor market is gradually getting better.That being said,it still contributes to 13.34%of uneven personal growth.Therefore,we need to take measures to weaken the impact of starting-point inequality and promote social equality.Recommended policies include:first,increase public education input and promote the equal allocation of educational resources;second,deepen the reform of the household registration system and promote equal urban-rural social security;third,highlight the rights and interests of female workers;fourth,increase support for remote regions.
