XiangShang technology company was founded in 2008, which is committed to the comprehensive services of mobile communications technology. The company's business scope mainly includes communication technology consulting and training,IT technical support and software system development, undertaking communication optimization and engineering projects at the same time. Although the company is a medium-size communication technology service enterprise, with nearly ten-year mobile communication network optimization experience, the project risk management is still a weakness. The company's D mobile network optimization project is to undertake the network optimization which belongs to Heilongjiang D city China Moble, the project period is 10 months, the total contract price is ?6,000,000, involving more than 13,000 base-stations. How to establish risk factors identification and assessment of the project life cycle at the start of the project and the implementation stage is playing an important role in preventing the project risk,ensuring project construction successfully, optimizing company's risk management system so that improving econmic beneifts.Based on the project risk management theotries, this paper studies about the risk management of the company's D project life cycle. Firstly, the analysis of the company's D project risk management status reveals the risk of the project. Secondly,combined with the network optimization project life cycle theory, the D project will be divided into four stages which are bidding stage, starting stage, optimizing and implementing stage, and acceptance stage and process identification and analysis of risk factors of each stage. Then, the D project life cycle risk assessment index system will be constructed, the risk factors will be evaluated by using the fuzzy hierarchy comprehensive evaluation method, and the evaluation results will be analyzed.Finally, the risk response strategy and risk control system of each stage of D project are proposed.The main features and innovations of this paper are: identifying the risk factors of the company's D project at the bidding stage, start-up stage, optimizedimplementation stage and acceptance stage. Using the fuzzy hierarchy comprehensive evaluation method evaluates the risk of D project life cycle.According to the results of the D project life cycle risk assessment, the risk response strategy of D project will be proposed so that the life cycle risk management and control system will be established.This study offers not only an operable set of risk factor identification, assessment methods and control system to company, but also the theory basis and implementation path to other mobile network optimization projects' life cycle risk manegement.
