The risk evaluation is the key part in the whole process of risk management in project financing, and the evaluation results directly affect the risk decision of the project. Through the risk evaluation for project financing, we can determine the inner link for every risk event and grasp the links between each risk, and then forecast the degree of influence to the goal of the project. The risk should be understood and analyzed comprehensively to identify the risk factors, which is the premise and basis of carrying on the risk evaluation. According to the principle of determining the risk evaluation index system of project financing and on the basis of the related theory of each participator's risk factors, the risk evaluation index system of project financing is established for each project participator: the project investor's risk evaluation index system, the project builder's risk evaluation index system, the government's risk evaluation index system and the project operator's risk evaluation index system. Analytic hierarchy process (AHP) method is applied to calculate the weight in the thesis. Meanwhile, interval number evaluation matrix and the corresponding methods of calculation weight are introduced in the AHP because of the uncertainty and fuzziness. Then the thesis sets up the fuzzy identification comprehensive evaluation model of the project financing, and obtains the comprehensive evaluation results for each project participator, which can illustrate the fuzzy identification comprehensive evaluation model of the project financing is scientific and reasonable.
