Home economics is an important industry which is related to the well-being and living quality of the people. Traditionally, the Household Service Trade is considered as a labor-intensive and low technical industry, thus generally the employees have a low level of education, and even people seldom use human resources in home economics. In fact, with the improvement of people's living standards and the change of life style, the demand on cultural level and skill level of the related workers is becoming higher and higher. Homemaking service workers are no longer the service staff in tradition. As the Household Service enterprises, it's necessary to study the subjects of workers' training, managing and other issues in current new situation, to introduce the modern tool of human resources development theory, to improve human resources development and utilization efficiency.Home Economics S is a company located in City SMX, Henan Province. The main characteristic of its human resources is taking the development of the leaders of the migrant workers as the core. However, for a long time, it has not formed a complete and systematic system for the human resources development which takes ‘leaders' as the core. This dissertation utilizes human resources management, psychology, organizational behavior and other related theories; makes a deep analysis on the development of human resources situation and the existing problems of the leaders in Company S; and establishes a human resources development tactics which takes the leader as core.According to the actual situation of human resources development of Domestic Company S, this dissertation utilizes some related theories of management by objectives and performance management which is based on ‘leaders'; proposes a human resources development mode as the core of ‘leaders'. Therefore, it has important guiding significance for human resources development principles, strategies, implementations of other companies in domestic industry.
