The 21st century is the age of knowledge economy. Knowledge economy is a new and complex economic modality. Relying on the modernization of techniques such as information, communication and electronics, people are producing, updating and applying knowledge at a speed that we never have. High-tech enterprises are the prime carrier of such activities. From the developing trend of society and history, high-tech enterprises must become an important factor of the increasingly development of the state economy.High-tech enterprises in west China hold the balance of the development of western economy. To some extent, the success of High-tech enterprises in west China is the key to the growing of western economy. For the high-tech enterprises, the motive of development is no more than the innovation of knowledge, technique and management. However, the origin of these innovations is the talents. Hence, human resource is the key resource for the high-tech enterprises, and the competition between enterprises is the competition between human resources. Compared with the high-tech enterprises in developed countries and eastern region, the high-tech enterprises in west China have some obvious disadvantages in both exterior environment of human resources and enterprises' interior management.
