Research On The Problems And Countermeasures In The Reform Of Endowment Insurance System In Fangchang County

In January 2015, Chinese State Council decided to innovate the current retirement pension system in government and other institutions, which will be brought into the social endowment insurance system. After the innovation, the pension insurance system and the treatment of retirees will no longer be completely linked with and jobs and titles, but with the model of paying by both the units and individuals in service at a certain percentage and receiving pensions after retirement from the social security agencies.Based on the research on the endowment insurance system of government and public institutions at home and abroad, this paper studies "the Decision of the State Council on the Reform of Endowment Insurance System for Staffs (State [2015])", "on the Institutions of Staff Pension Insurance System of Anhui Province" (Anhui [2015] 120) and "Notice on the Measures for Occupational Pension Institutions of Anhui Province" (Anhui [2016] 17). Also, the paper analyzes the problems and reasons in the implementation of the endowment insurance system of Fanchang County. A questionnaire survey was conducted through the social security status and the satisfaction of the staffs in government and other institutions. Combined with the implementation situation in Fanchang County, the paper carries out a research on the endowment insurance system.Combined with the research, the paper first introduces some concepts and theories of the retirement insurance system of government institutions and institutions, and then expounds the current situation of the retirement insurance system reform in government and other institutions in Fanchang County. Meanwhile, the paper analyzes some problems and the reasons of the pension insurance system in the preparation stage of its implementation, and puts forward some countermeasures to promote the reform of the endowment insurance system of government and other institution in Fanchang County. After the innovation, Retirement benefits will be linked with the factors such as personal payment base, payment term and so on, which will be better motivate staff to pay more and pay for a long term so as to benefit the unity of the rights and obligations and more fully reflect the staffs career contribution to society.
