"Problems about Agriculture, Rural areas and Peasantry" is one of the major problems which need to be solved. To achieve agricultural modernization, building a new countryside, improving the farmers’ living standards, are inseparable from the support fund. However, the lack of funds in rural areas has restricted the agricultural development for a long time. From 2012, Rural Mutual Funds Cooperatives to be presented in a number of important national policy documents and since the financial supply shortage, it plays a significant role to promote the rapid development of agriculture and rural finance. This dissertation uses the theory of Cooperative, Rural Cooperative Finance Theory and Institutional Change Theory for reference. After reviewed Cooperatives Finance and Rural Mutual Funds Cooperatives, the author studies how the Finance and Rural Mutual Funds Cooperatives to be created during rural production cooperation and how the extent of farmers" production cooperative effect their action of join in rural mutual funds cooperatives. In addition, the author did a research in Sichuan about 7 Rural Mutual Funds Cooperatives, and summed up the development features of them. Moreover, the author uses the logistic model to analyze the first-hand data of 257 cooperative members.Bases on the analyzation,the conclusions bellows can be summarized:(1) By the discussion of the literature and theories, the author believes That Rural Mutual Funds Cooperatives has been proven to be created during production cooperation, and it both theoretically and practically plays an active role in solving the accessibility, poverty-reduction and information asymmetry of rural finance. (2) By the regression analysis of the influence factors of join in in the Rural Mutual Funds Cooperatives, the author believes the extent of rural production cooperation has a close forward effect with the farmers’ will to join in the rural mutual Funds Cooperatives. (3) The high extent of of rural production cooperation in Cooperatives can stimulate the development of the Rural Mutual Funds Cooperatives. (4) Besides the main factors, the author believes that three other variables also have strong forward connection to the farmers’ will to join in the Rural Mutual Funds Cooperatives. They are farmers" trust to the rural loan society, members’schooling and whether the loan procedure will be more convenient than the formal financial institutions respectively.The author puts forward five policy suggestions:(1) To promote the development of the Cooperatives to provide solid basis to the Rural Mutual Funds Cooperatives development. (2) To increase the rural production cooperative level. (3) To encourage establish the Rural Mutual Funds Cooperatives in Cooperatives with high extent of rural production cooperative level. (4) To increase the turst of farmes to the Rural Mutual Funds Cooperatives. (5) To increase the educational input in rural ares.
