Since 2014, the shanty towns reconstruction of Neijiang has created the "Neijiang Speed" in the history of itself and the whole province, which costs the shortest time, makes highest efficiency and receives the best effects, whose experience has been summarized and promoted all over the country and province, which make the famers' signing speed and participation reached a new level ever since and implement of shanty towns has made the living environment of famers in Neijiang greatly improved. However, in the process of reconstruction currently, the problems of existing system and policies have caused concern gradually, leading to contradictions and conflicts, and even caused negative impacts events, which can be seen on every news media. How to make the construction more smoothly and let famers get more benefits has great influence on the speeding of shanty towns reconstruction.This essay takes the famers in the shanty towns district of Neijiang as the research object and the land planning theory, urban-rural integration theory, Maslow's Hierarchy of Needs and public participation theory as the foundation and the data studies, fact-finding, statistical analysis, case study and experience summarization as the research methods. By summarizing the present situation and experiences of the shanty towns reconstruction of Neijiang and analyzing the influence factors of will of famers to participate in the shanty towns reconstruction, it has put forward related solutions, which provide scientific basis and reference to the scientific guidance of shanty towns reconstruction and effective promotion of land expropriation.Combined with the results of questionnaire survey and case study, it comes to the conclusion that we can increase the willingness of famers to participate in the shanty towns reconstruction with the following methods. The first is to improve famers' intrinsic qualifications. The second is to step up publicity and frequency. The third is to give more finance support on shanty towns reconstruction. The forth is to improve preferential policies. The last is to establish and perfect guarantee systems.
