A Study On The Problems Of Local Government In The Reconstruction Of Urban Shanty Towns In China

The national "13th Five-Year" plan clearly put forward that,in order to further promote people-oriented new urbanization,we must intensify the reform of urban shantytowns,and improve the level of city management and planning.Accelerating the pace of the reconstruction in urban shantytowns,and improving the living standards of urban shantytowns are important parts of the government's tasks to protect and improve the livelihood of the people.However,at present,China still has a large area of shanty towns,and a large number of shanty town residents who are still in poverty,which making it difficult to achieve the goal of common prosperity.The local governors,as the leaders of the reconstruction of the city shantytowns,can complete the reconstruction of city shantytowns or not,making a difference to the national "13th Five-Year" plan can be achieved or not.So,this paper focuses on the problems of local government in reconstructing the urban shanty towns.Local governors as the leaders,should be responsible in the reconstruction of urban shantytowns.They should coordinate the interests of all the related people in the reconstruction of shanty towns,do a good job of resettlement and people's security,and supervise the implementing and completing of each project in the process of reconstructing.However,to the current situation of reconstruction in the urban shantytowns,there are still many inadequacies in the work of the local government.Some local governors lack the consciousness of serving the people,and they abuse the power in the working process.Their services of the employment are not very considerate,they did not fully guarantee the resettlement,they did not strictly guard the quality of the resettled houses,and they ignore the participation of residents in shantytowns.These problems of local governments have hindered the progress of reconstructing shantytowns.Therefore,this paper analyzes the problems of local government in reconstruction of urban shanty towns,and analyzes the influence andthe causes of these problems.On the basis of analyzing the problems and causes,this paper puts forward some suggestions on how to improve the implement of government in the reconstruction of urban shanty towns in our country by referring the experience of Beiliang Shantytowns in Baotou.This paper firstly introduces the background and significance of the topic,and summarizes the research status of this problem at home and abroad.Secondly,it defines the shanty towns,the reconstruction of shanty towns and the local government,and summarizes the relevant theories.Thirdly,this paper analyzes the problems and summarizes the reasons of the local government in the reconstruction of urban shanty towns in China.Finally,it puts forward some suggestions on how to make a better implement of government by analyzing the existing problems of the reconstructing in the reconstruction of urban shanty towns in our country,combining with the experience of the reconstruction of Beiliang shantytowns in Baotou.
