Study On The Renovation Of Shanty Towns In Rencheng District Of Jining City

The renovation of shanty towns has been attached great importance by the Central Committee of the CPC and the State Council,and eagerly expected by the masses.In recent years,our country has introduced a series of policies and measures to encourage all localities to accelerate the renovation of shanty towns.The renovation of shanty towns is now facing a rare historical opportunity.As the center of Jining,Rencheng's economic development has accelerated significantly,the appearance of the city has changed dramatically,and people's lives have improved greatly in recent years,but there are still some poor living conditions in the old city.The shanty towns have the characteristics of slow development,dilapidated houses,imperfect supporting facilities and poor living environment.The problem becomes a bottleneck hindering the healthy development of the city,and damages the image of the city seriously.Meanwhile,because of the complex systematic engineering involving all aspects,a tiny error may seriously affect the progress of the project and even lead to mass incidents.How to make use of the policies to accelerate the renovation of shanty towns has become an important issue for all departments at all levels.Therefore,we must focus on the systematic research of accelerating the renovation of shanty towns.The main contents of this paper include the following aspects:Firstly,I summarize the background and significance of the research,and point out that it is a rare historical opportunity to promote the renovation of shanty towns and the research has important significance for the implementation of superior policies,the safeguard for the interests of the masses and the acceleration of the progress.I analyze the research status at home and abroad.Foreign research mainly involves slums update,urban renewal,community development,urban fringe and urban village,and the domestic research mainly involves the renovation of the old city,the villages and the shanty towns.I make clear of the research ideas and the research methods such as literature research,field survey and case analysis,define the concepts related to the renovation of shanty towns,and card the related theoretical basis including the theory of city renewal,city management and community development.Secondly,from the three aspects of overall task,main measures and work progress,I analyze the status of the renovation of shanty towns in Rencheng,point out the existing problems and the reasons for the problems.The problems mainly include the slow progress of the project,the huge funding gap,the difficulties of housing levy and the urban congestion intensifies.The reasons mainly include the heavy task,the approval authority,the high demands of the masses,the incompetent working stuff and the unconsidered urban planning.Again,I summarize the successful experiences of the renovation of shanty towns in the old city of Shenyang,the old city of Bengbu and Jinniu,Chengdu.I summarize the enlightenment of the monetized resettlement,the high efficient promoting mechanisms and the main role of the masses.Finally,with the combination of the above,I put forward suggestions on speeding up the renovation of shanty towns in Rencheng involving the improvement of the systems and mechanisms,the innovation of the policies,the increase of the capital investment,the good mass work,the ease of the city space,so as to guide the acceleration of the renovation of shanty towns in Rencheng,and strive to provide a certain reference for the renovation of shanty towns in the old cities in our country.
