| With the continuous improvement of the degree of urbanization, urban motorization process leading to great pressure on urban traffic, there has been a series of accidents and damage to the environment and other issues. Urban Rail as one urban public transport facilities, with its punctuality, large capacity, security, and other advantages, has become the preferred choice of urban residents travel. Since it need large investment and long period for payback, how to expand investment and financing channels to raise funds for the construction of the track has become a key. Based on analyzing and comparing various types of financing mode, we do think BT mode has many advantages than other investment and financing mode, especially in building large-scale infrastructure projects that need a lot of money. BT mode can ease the financial pressure during the construction period, and reduce the difficulty of implementation of the project, and improve investment’s efficiency. For Chongqing urban rail project, BTmode is one of investment and financing model for further studying and practicingFirstly, we introduce the general definition and characteristics of BT mode, and analyze its implementation and the operation in detail, and compare the advantages and disadvantages with other model to highlight the significance of introducing the BT model in Urban Rail; Secondly we analyze the basic situation of Chongqing urban rail construction and problems, learn much experience typical investment and financing mode at home and abroad; Thirdly, we take the Chongqing rail cirle-South line BT project as a case for empirical analysis, do many quantitative and qualitative research on the rail circle-South line which kind of investment and financing mode should choose; Fourthly, we analyze the practice on the Chongqing Rail circle-South line BT mode in detail, such as the actual participants, BT model feasibility analysis, financial analysis, risk analysis and countermeasures; Finally, we give propose appropriate conclusions and recommendations for the BT mode on Rail circle-South line. |
