Analysisi Of The Investmen&Financing Mode Of Chengdu Urban Rail Transit

Urban traffic congestion problem is becoming increasingly apparent. This also led to the rapid development of urban rail transit. Howrver, owing to the characteristics of long duration, huge acpital investment, poor profitability and many of other features, making rail transit construction facing two major challenges of funding shortfalls and an operating loss. These two challenges are constraining China which is at a peak of urban rail transit construction. Under such circumstance, it becomes much meaningful both in reality an in theory to explore and research a suitable investmen&financing mode of urban rail transit construction in Chian, to relieve the financial pressure of urban rail trasit construction and accelerate the pace of construction so as to solving the problem of urban traffic congestion.Based on the understanding of the concept of urban rail transi and the discussing of its characteristics, this article systematically analysed the invertment&financing mode of urban rail transit construction. According to the principle of combining the theory and practice, frist of all, this article analysed the investment&financing mode of orban rail transit construction in several distinctive cities both at home and abroad, summarized the investment&financing experience of several big cities abroad. Secondly,this article analysed the ways and characteristics of investment&financing of orban rail transit construction in Beijing, Guangzhou and especially in Hongkong, P.R. China. At last, the present situation of the development of rail transit and the investment&financing mode which used in the process of construction in the city of Chengdu were analysed. Through the discussion of the "investment&financing+design&construction generl contracting+treturn" construction mode which used in the Beijing Olumpic branch and Shenzhen line No.5, also prepared to take in Chengdu metro, the author proposed the problems of investment&financing mode of orban rail transit constructsion in the city of Chengdu, and given some suggestions to sove the problems in areas of policy, management, operation and so on.
