Farmer Specialized Cooperatives has developed into the main part of our modern agriculture during the past long time which organizes farmers to participate the market competition of the internal and external China and promote the agricultural efficiency and crops production. Taigu County in Shanxi province, a model of agriculture development in our nation, has a great number of Farmer Specialized Cooperatives (7 national and 21 provincial cooperatives included). This paper is design to find out the problem in the development of the FSCs so far based on the research in Taigu in order to contribute positive ideas to our country's agricultural development.The paper made a deep survey among 20 typical FSCs by means of questionnaire and interview after consulting a large amount of documents. There are a lot of sharp problems in the process of the agricultural development such as fund shortage, professionals' scarcity, low level of cooperation, limited area which would be promoted, and disability of sustainable development. Some problems were revealed by the data processing and analysis caused by the terrible internal operating mechanism and the external environment. Therefore, here are two advices for the agricultural development.1. The FSC improve the system of property rights, governmental structure and interest distribution mechanism, expand business content to improve the level of cooperation; the government should effectively guarantee the implementation of national preferential policies, increase the aided funding and lead the FSC to the road of Internet plus Agriculture. The FSC could consequently develop in a healthy way and contribute dramatically to the national agricultural modernization.
