Research On The Impact Of Project Team Personnel Changes On Cost Control In The Market Economy Environment

Automation system engineering projects have the characteristics of strong technical, professional and customized requirements. The implementation and operation of the automation system projects depend on the overall performance of the project team. Labor cost is one of the main costs of the automation system engineering project. In the free market economy environment, the flow rate of talent is high. High flow rate of technical personnel, brings challenge to the project budget and cost control. So it is important and helpful to study the impact of personnel changes to project cost control.The domestic and international research literature on cost control has been very rich now. However, there is little research on the impact of personnel changes on cost control. The author has checked the reported data about personnel flow and found that the high flow rate of personnel is normal in recent years. With studying the characteristics of automation system engineering project, this paper analyzes the subject from the different perspectives of factors, stages, organization and so on. Then the author use the following model analysis to prove it:(1) the mathematical model of the impact of personnel changes on the project cost control (2) the project life cycle cost control model (3) the mathematical model of organization human cost control. Finally, this paper takes H Company in automation industry as an example, using mathematical methods and charts, finish the case analysis:(1) the personnel flow data and the impact on the project cost control (2) The implementation procedure for system engineering projects (3) the actions to optimize organization and the results.The research result shows that, for the engineering project cost control, it must be affected by the personnel changes. The personnel flow rate should be taken into project budget. On the other hand, personnel changes will also be one of the means to optimize project team organization and improve the performance of project implementation.
