The Research On Risk Management Of The Expressway BOT Project

In recent years,with the increase of Expressway investment,BOT Model is highly popular as a new type of Expressway financing which not only changes the single situation of original financing channel,but also effectively solve the problem of Expressway financing and play an invaluable role in the formation and perfection of Expressway construction market mechanism.However,under current economic situation,it is an important problem for government and enterprise to think about how to take full advantage of highway BOT financing mode And how to effectively avoid the highway BOT project risk and maximize the social benefits.Therefore,it is necessary to carry out research on risk management of expressway BOT project.The expressway project is a complex system engineering.The Expressway project includes several different stakeholders and affordability,scope and extent of risks for different stakeholders vary.From the point of business owner,this article establishes comprehensive risk evaluation index system based on risk-related theory and risk factors analyzed and classified of Expressway BOT project,conducts risk assessment by combining qualitative and quantitative methods based on risk judgment matrix,constructs the model of risk allocation based on SHAPLEY Value& forecasts the proportion of a risk-sharing;make recommendations on mechanism of risk prevention and treatment.This thesis presents that,Expressway BOT project risk includes operation and maintenance,completion,force majeure,market,financial,political,and so on six kinds of risk.The risk identification of effective and scientific evaluation system,reasonable sharing principle are important factors in the success of BOT project.And it could provide some references with a more accurate and an easier understanding.In addition,the investor should also actively strive for the strong support from the government,create the appropriate investment and financing environment,establish a perfect legal system,to achieve win-win results provide premise conditions.
