The Study On Policies Of The Green Credit Based On The Case Of Hubei Province

In order to achieve the sustainable development,that has reached a common consensus in the world,we must promote the virtuous cycle between the economy and environment through diversified ways,in which the green credit is the essential way.It has passed more than 20 years since the "Ninth Five-Year Plan" for the beginning of a clear implementation of sustainable development strategy as an important guideline and national policy.Although China's economy has achieved unprecedented progress,but the strategy of sustainable development is still facing great challenges,high energy consumption and high pollution industrial enterprises extensive exists in China,the mission of energy conservation and emissions reduction is very arduous.While in the aspect of enterprises environmental protection,there are funding gap problem,to achieve a virtuous circle of economic development and environmental protection has a long way to go.Banks as the main subject of financial industries and funding sources,with this advantage in fund and information,and control the conduction mechanism of the interests,the government can use its leverage to guide the market to a more healthier and more sustainable direction.The function of the government determines the need to act as a strict regulatory role in promoting the banking industry to develop green credit policy.As subordinates of the relevant departments,such as environmental protection bureau,the people's bank of China,China banking regulatory commission etc should unite to advocate environmental protection consciousness of social responsibility and through the financial leverage to curb excessive expansion of high energy consuming and high pollution industries,to make the combination of economy,society and environment and finally on the road of harmonious development between man and nature.The government not only to support the development of environment-friendly enterprises and the environmental protection industry,but also to help enterprises to solve pollution,its role is to set standards,to protect the fair competition of the entire market and the competition itself will win the market.Firstly,the general theory of the green credit policy is introduced in the paper,which points out that corporate social responsibility theory,equator principles,public-policy theory and government intervention theory are theoretical basis of banks performing green credit policy.And the deteriorating trend of environmental pollution as well as sustainable development policies are together reveal the realistic necessity of banks practicing the green credit policy.Secondly,the thesis attempts to analyze the policy of the world's major financial institutions and related guidelines of international finance corporation,and collect the outstanding experience of foreign banks' green credit policy.The paper is based on the perspective of the relationship between government and market,and that explores how do government plays its functions effectively in solving the issues between social development and environmental protection through a harmonious way.Paper attempts to analyze the problems existing in the green credit policy from the legislation,the adaptive agent and roles,the government incentives,the technical and management talents,and the information communication mechanism,and then analyzes the reasons of problems from economic factors,institutional deficiency,benefit factors and technical factor.At last,the paper concludes the experience how do those advanced countries such as Germany,the United States,Britain,Japan promote their development of green credit policy effectively.Finally,adjust measures to local conditions,we reconsider specific situation both our country and Hubei province with the above conclusions summarized in the paper,namely Hubei province be in a particular stage,in order to complete the target of energy conservation and emissions reduction,improve the quality of urbanization,industrialization,that is admitted to step over from a big industrial province to strong industrial province,realize the transformation of low carbon economic.
