As China's economic development has entered into the new normal, economic structure and economic development mode have greatly changed, which results in the decreased demand for resources and the decline of golden period of development of geological prospecting institutes. Meanwhile, the State Council has initiated the classification reform of institutes. The fate of geological prospecting institutes that are profitable will be changed. In new market environments, the study on how geological prospecting institutes grasp opportunities, avoid threats, develop an effective business development strategy and win its own places in markets in accordance with operational conditions and internal environment is of great significance.This paper takes the development strategy of “298” team from Guangdong Provincial Bureau of Geology for Nuclear Industry which was found sixty years ago and has made great contribution in the history of China's nuclear industry as a case study. It studies how to take effective measures to expand business, make development strategy for opening up a new market under the reform background of geological prospecting institutes. First of all, this paper will discuss the background and significance of business development strategy put forward by “298” team of Guangdong Provincial Bureau of Geology for Nuclear Industry under the reform background of geological prospecting institutes. In addition, it introduces some basic concepts, analytic tools and theoretical literature review related to strategies and reform of geological prospecting institutes. Then, it makes a detailed analysis of external and internal environment “298” team of Guangdong Provincial Bureau of Geology for Nuclear Industry is facing by using basic strategic analytical methods,including PEST analysis, Porter's five forces model analysis. Then analysis of business development, it makes a conclusion on product quality of all kinds of businesses by BCG Matrix. By SWOT analysis, it makes some conclusions on strengths, weaknesses, opportunities, and challenges for “298” team and analyzes the capacity of business expansion in Guangdong Provincial Bureau of Geology for Nuclear Industry. Based on these analysis, it draws some SWOT conclusions on the business expansion strategy of “298”team.Based on analytical results of case studies,it makes sure that “298”team should use integration strategy to solve difficulties it's facing. The last part is the general conclusion made for business development strategy in development process of “298” team from Guangdong Provincial Bureau of Geology for Nuclear Industry and there are some basic suggestions at the end of this paper.Three aspects are taken as the key points, that is, institutional reform, strategic transformation in state-owned geological prospecting institutions and business market expansion. A combination of empirical research methods is used, together with business expansion theory in order to study cases and use qualitative & quantitative methods for analysis. After determined the main direction of business development, I draw the conclusion that “298” team should take the industrial structure as breakthrough point for further structural adjustment. Meanwhile, we should advance the adjustment of product structure, property rights structure, market structure,horizontal and vertical integration of business expansion, so as to ensure that “298”team can achieve business development goals under the new situation successfully.
