The public institutions are state-owned and supported-by-finance, non-profitableand non-productive organizations which engage in education, science and technology,culture, hygiene and sports. Because of many factors, there are some weaknesses inpublic institution management system which took shape from traditional plannedeconomic system such as political and non-economic status and functions,administration of institution and management, non-social distribution of resource andsupported-by-finance funds. Since 1978, along with economic and politic structuralreform, the public institutions reformed accordingly and achieved much in transitionoffunctions, financial institution,personnel system anddistributionsystem andso on.But; accounting for the scarce of clear target mode, through design and cooperativemeasures, there are still many problems. These years, other structural reformsespeciallythe administrative system reform furthered constantly. 'These reforms havecreated better atmosphere, at the same time they make the problem of publicinstitutions become more urgent and sticking-out. Nowadays, in order to push thereform ahead, we should separate the functions between government and institutions;develop society-oriented, market-oriented and industry-oriented institutional units;establish modern institutional management system. In details, firstly, separate thefunctions,institutionsandmanagementmethodsbetweengovernmentandinstitutions;Secondlyweshould allowsocietyorprivateinvest inandenjoytheservices ofpublicinstitutions, run and manage them with market mechanisms and develop them like aindustry. Finally, we should establish modern institutional managementsystems---scientific classification system, clear property right system, perfectpersonnel system and reasonable distribution system. The reform of public is asystematic project and a slight move in one part may affect the situation as a whole;so much attention should be paid to the systematic and appropriative measures in thecourseofthereform.The reform of scientific and technologic institutions not only has to do with theexistence and development of itself, but also plays a very important role in thedevelopment ofscienceandengineeringtechnologyandthetechnologicimprovementof various industries of China. Development center of water treatment technology,SOA, Hang Zhou is a case which elaborates the reform of scientific and technologicinstitutions. This essay consists of six sections. The first section defines the concept ofinstitution and the implication of institution reform, introduces the significance of theresearch. The second section introduces elementary theory about reform of publicinstitution.Thethirdsectionreviews thehistoryofinstitutionreform and analyses themain achievement if institution reform. It seeks the movement law of institutionreform, draws inspirations and lessons from public institution reform of developedcountries and locations. The forth section makes a detailed introduction to reform ofDevelopment Center of Water Treatment Technology, which provides a good case forreform of public institution. The fifth section analyzes the factors of reform. The lastsection put forward suggestion about reform, especially reform of scientific andtechnologicinstitutions.
