With the growth of social and economic activities, Small and medium sized enterprises(SMEs) have gained speed of development. And the increasing high proportion of SMEs in national economy indicates the increasingly growing attention paid to SMEs. Yet, at the same time, the improvement of the managerial personnel far lags behind the vigorous development of SMEs. Therefore, the lack of managerial personnel leads to the deficiency of management, which restrains the development of enterprises. Actually, there are lots of management staffs in SMEs, but the cause of shortage is due to their poor executive capability then the root reason of poor executive capability is due to the insufficient management quality. Therefore, this paper will focus on discovering the relationship between this two factors and try to provide some strategies or approaches for its improvement.This paper mainly studies the relationship between management quality and executive capability on the SMEs in terms of the concepts and relevant components of management quality and executive capability. It is intended to find some methods of enhancing management level of the SMEs. Based on theoretical researches, a case study of CJ Company is provided in this paper for its practical support. After the case study, it is concluded that management quality is the basic executive capability. To improve the executive capability it should improve the two dimensions psychological quality provides the direction guild for the executive and skill and knowledge quality provides the specific realization for the executive capability. It is essential and necessary, therefore, to build up effective systems to promote both management quality and executive capability so that to improve the management level of SMEs.. Last but not least, it is hope that the research results can provide some referential support for the enhancement of managerial personnel in SMEs.
