In the primary stage of some long distance pipeline transmission construction, people failed to foresee that urban expansion was so rapidly, and it resulted in the intertwine of oil and gas pipeline and existing urban infrastructure, which lead to the persistently existing safety problems that cannot be solved in time. Under the multiple influences of management level, the environmental condition of pipeline, unsafety behavior of participants, the pipeline leak, explosion and other accidents have occurred frequently. The reason can be explained by the opening character of the long pipeline transmission system and the vulnerability of the system. Therefore, this paper will research on the crosstown section of long distance transmission pipeline system, and analyze the vulnerability of this system, including influence factors, generating mechanism and regulating measurements, to provide new thoughts to ensure the safety of the pipeline operation. This paper will bring some practical significance to reduce occurrence of the long distance transmission pipeline accidents.Through the literature review, this thesis defines the vulnerability of the crosstown section of long distance pipeline transmission system, analysis its three elements named exposure, sensitivity and adaptability. It also induced the character and performance of pipeline system vulnerability to be invisibility, coupling, dynamic and relativity, and then determined the emphasis on the vulnerability reseach through analyzing the difference and connection between vulnerability and stability, robustness, survivability and risks.Based on the characteristics analysis of crosstown section of long distance pipeline transmission system, and by studying the case of "11.22 Sinopec Dong Huang pipeline leak explosion accident", this paper confirmed the preliminary identification of impact factors of crosstown section pipeline system vulnerability. By using SPSS 20 to do the statistical analysis, this article clustered the influence factors of the vulnerability of the city section long distance transmission pipeline system, and concluded to be management ability, environmental conditions of pipeline, unsafe behavior, pipeline integrity and coping ability.Rely on the theoretical analysis as well as empirical law, this paper constructed a generation mechanism conceptual model of crosstown long distance pipeline transmission system fragility, and analyzed the structural equation model of generation mechanism by operating AMOS 20. This study found the pathway and influence coefficient between endogenous latent variables "vulnerability", exogenous latent variable "management level", as well as the intermediary variable "environmental condition of pipeline ""unsafe behavior" and "pipeline integrity", and testing the adjustment function of "coping ability" on "integrity vulnerability" by regression analysis. Also, the empirical analysis verified the generation mechanism of fragility of crosstown pipeline transmission system. Finally, the study proposed the measures and suggestions for the regulation of the vulnerability of the long transmission pipeline system.
