With the rapid development of regional economy, a large number of construction wastes which was generated from the urban renewal, has become a great threat to social sustainable development. Without doubt recycling is the best way to deal with the construction wastes. Through summarizing the current development situation of construction wastes recycling, we found that the government plays a dominant role in the construction wastes recycling management, especially the local government. Due to the lack of relevant policy in the construction wastes recycling field in China, there are urgent needs to strengthen the research on how to choose an effective policy tools to promote the development of construction wastes recycling.This paper firstly summarized the definition, classification, selection model of the policy tool and the influencing factors on selection of policy tools by reviewing research literatures. Based on the influencing factors summurized, the survey items were designed to draw up a questionnaire. A questionaire survey was conducted among the persons from the government departments, the construction enterprises, universities and research institutions. It was found by analyzing the 129 effective samples using SPSS software that the influencing factors on selection of construction wastes recycling policy tools in Shenzhen include application background, policy aims, policy makers, policy implementers, police attribute, target groups. Combining these factors with the exsiting selection model of policy tools, the selection model of construction wastes recycling policy for Shenzhen cityis set up. Through the interviews with relevant persons of construction wastes recycling enterprises, construction enterprises and demolition enterprises, four critical problems which hinder the development of construction wastes recycling industry in Shenzhen city were found. Adopting the selection model of policy tools, reasonable policy tools were selected to solve the problems.The policy selection model established in this paper could provide reference for the government to manage the construction wastes recycling industry and promote its development. |
