Comparative Study On The Utilization Policy Of Construction Waste In China And Germany

With the rapid development of urbanization,construction waste is produced in large quantities.The vast majority of construction waste in our country still adopts the traditional extensive way,without any disposal of the open-air pile up or landfill,this not only takes up a lot of land,destroy the city environment,waste of resources,but also do not conform to the requirements of the strategy of sustainable development.At present,a series of breakthrough achievements have been made in the utilization of construction waste resources in China,but the main bottleneck lies in the lack of supporting management policies.As the first country to propose circular economy legislation,Germany has the most advanced construction waste management practice in Europe.China should accelerate the formulation of effective policies for the utilization of construction waste resources,and promote the active and steady progress of management and resource utilization.This paper analyzes and compares the utilization policy of construction waste recycling in China and Germany.First of all,this paper analyzes and evaluates the utilization policies of construction waste in China,and concludes that China's current policy attaches importance to the utilization of recycled products and the implementation of the principle of "three modernizations".But there are heavy pollution prevention and control of light resource utilization legislation concept,imperfect laws and regulations,policies or is missing,no detailed rules for the implementation problems of the government departments to cooperate,the incentive mechanism is not perfect,the lack of quality technical norms and standards,the illegal cost is low,the problem such as public participation mechanism is not sound.Secondly,the paper reviews the utilization policies of German construction waste.Found the German "circular economy" legislative model,five levels of management structure,the principle of "3 R",the extended producer responsibility mechanism,the fine distinction between waste and by-products two concepts such as is the key to its high construction waste utilization.Thirdly,this paper makes a comparative analysis of the above mentioned construction waste policies and finds out the similarities and differences between them.Based on the concept of circular economy,the "3R principle" and "three principles" are used throughout,and the promotion and use of recycled products are emphasized.There are differences in policy and regulatory system,legal system,pollutant discharge fee policy,technical standards and quality regulations,and public participation principles.Finally,draw lessons from Germany policy on construction waste resource utilization,from two aspects,one is to renew the idea of legislation and perfect the policies and regulations,and put forward to promote our country's construction waste resource utilization effective policy recommendations.
