Preliminary Study On The Accounting And Scheme Of Ecological Compensation Standard For Coastal Wetlands In Jiaozhou Bay

As the natural barrier of Qingdao, Jiaozhou Bay coastal wetland has special ecological functions, such as current reduction and seawater intrusion prevention. It has significant importance to maintain the ecological environment and sustainable development of Qingdao. However, the development of economy, the prosperity of sea reclamation, and the construction of the industry and port, damage the ecological functions of Jiaozhou Bay coastal wetland, which leads to the decrease of diversity species,water pollution and the decrease of wetland area.Based on the research methods of ecological compensation and the environmental problems of Jiaozhou Bay coastal wetland,we constructed the selection model from six attributes such as wetland area, vegetation coverage, biodiversity, water quality,ecological function and wetland landscape. The ecological compensation standard of the Jiaozhou Bay coastal wetlands was obtained through the investigation. Meanwhile, we carried out a preliminary study on the ecological compensation.Main conclusions of this article are as follows:(1) Analysis of cognitive results: there are 87.78% of citizens having a certain understanding of the Jiaozhou Bay coastal wetland and 62.66% of them realize that the environment of Jiaozhou Bay coastal wetland is deteriorating gradually, which has affected their lives. 86.24% of them want to participate in the protection of Jiaozhou Bay coastal wetland and 81.22% are willing to participate in paid. This means respondents could express their true preferences and willingness to pay according to the ecological changes of Jiaozhou Bay coastal wetlands.(2) Analysis of survey results: the wetland attributes including wetland area,vegetation coverage, biodiversity, water, ecological function and the wetland landscape are positively correlated with the utility, whereas the annual payments and utility costs are negatively correlated. The results showed that people tend to pay lower and get better.Among the 7 personal characteristic variables in this paper, only the education, household income, personal health and the experience of participating in environmental activities have a significantly effect on utility, whereas gender, age, and Political features don’t have effect.(3) Analysis of attribute value: the attributes order of Jiaozhou Bay coastal wetland is followed by wetland landscape, water quality, wetland area, vegetation coverage,biodiversity and ecological function. Their values are 112.61, 97.65, 83.86, ￥4.57, 43.42 and 33.85 yuan, respectively 10 years later. The respondents pay close attentions to wetland landscape, water quality and wetland area is because that with the improvement of living standards and economic conditions, people turn their attentions to the protection of the ecological environment. Wetland landscape and area are the most intuitiveunderstanding of wetlands. Firstly, the shortage of water resources and the change of water environment have attracted people’s attentions. Secondly, water quality is related to the economic activities of aquaculture.Assuming all the attributes were returned to the baseline before destruction, the compensation standard is 425.95 yuan /(years·households).(4) Analysis of compensation scheme: according to the position, relationship and target of the ecological compensation of the Jiaozhou Bay coastal wetlands, we have made a preliminary study on the ecological compensation of the Jiaozhou Bay coastal wetlands from three aspects including compensation content, compensation methods and support system. We hope that it can provide some theoretical guidance for the implementation of ecological compensation in Jiaozhou Bay coastal wetland.
