Study Of Coastal Ecological Compensation Mechanism

The coastal area is the aggregation of the surface of the earth and sea location advantages collection, which provides must products and services for human survival and development. At the same time, the coastal ecosystem is extremely vulnerable. With the rapid growth of both economy and population in coastal zones, the coastal ecosystems are brought to increasing pressures. How to protect the ecological environment is a hot issue in the coastal current academic circle, administrative departments and the public. The coastal areas caused by long-term "disorder, extravagant, free" exploitation, and there are two points leading to worsening ecological environment:One is insufficient knowledge of value on the coastal resources. The other is that the cost of destructing environment is very low. Therefore, studying the coastal zone of ecological compensation, standard and compensation mechanism has some important meanings.Firstly, based on the analysis in many fields of ecological compensation, this paper expounds the connotation of the coastal ecological compensation. Secondly, this paper uses the method of CVM to evaluate and calculate coastal ecosystem service value, thus to build ecological compensation standard of coastal zone, and to establish a game model of stakeholders'behaviors, which can obtain equilibrium strategies of the government supervision department and the enterprise for supporting the government policy. Then this paper builds the guarantee mechanism for coastal ecological compensation. Last, we propose the coastal ecological compensation margin system which suitable for our country.Through the above research, the paper's main conclusions are:(1)The ecosystem service values of Dalian coastal is about between 867 million and 993 million, which is the basis for developing standards of compensation.(2)Through the game analysis of coastal ecological compensation guarantee mechanism, to achieve the optimal balance of government regulation and the companies perform repair, for enterprises it needs to increase penalties and reduce the burden of repair costs, while for government it needs to reduce regulatory costs and improve ecological benefits.(3)The primary stage of China's coastal ecological compensation is suitable for ecological security deposit system which is based on prior compensation.
