The industrialization promote economic development tremendously,however,the pollution caused by the extensive development of economy,such as haze,hurricane,drought.The demand of urban-rural dual structure accelerate continuously the pace of urbanization and realize the integration of urban and rural.The planning and construction of urban and urban resident life are threatening the vulnerable ecological environment.Confronted with the current situation of pollution in our country,air pollution caused by industrialization has not been effectively controlled,in the same time,the urbanization worsen the condition of pollution step by step.This rigorous fact requires our government to clear governance responsibility,put forward effective measures to control the market failure of the atmosphere.Under the background of the new urbanization concept,this paper mainly focused on how to use the government's financial policy and establish corresponding measures to prevent the air pollution in the process of urbanization.In the first place,the current situation and causes of air pollution in the process of urbanization were analyzed,the analysis indicated that urban residents living,motor vehicle exhaust,planning and construction of urban have become the main source of emissions of air pollutants in recent years,in addition to industrial pollution.Where after,the relationship between urbanization rate and emissions of air pollutants were verified by the empirical model.the results showed that: the curve shapes were different,but both of were at the rising stage,that is to say,with the increasing development of urbanization,the pollutant emissions gradually increased,consequently,the degree of atmospheric pollution were be more serious.Furthermore,the fiscal policy to control the atmospheric pollution were analyzed.The results showed that the inhibition of current policy to prevent new pollution sources was not obvious,whilst little efficiency of new policy were performed.The specific performance were absence of special environmental taxes,lack of standardization of non-tax revenue,low efficiency of direct finance expenditure,insufficient funding of controlling and management and defection of the government green procurement system.The empirical model was also employed to further prove this.Then the fiscal policy was introduced into the model as the factors.The fiscal policy was divided into two categories,If,tax revenue factor,environmental expenditure factor.The analysis manifested that the tax revenue and environmental expenditure were able to suppressthe emission of air pollutants.Of which the taxation was more obvious.Conclusively,the fiscal policy to deal with effectively the air pollution in the process of urbanization was put forward based on the combination of normative analysis and empirical analysis results.In terms of taxation,improving the existing taxes,speeding up the process of "fee to tax",and the introduction of independent environmental tax need to be launched further.In terms of financial expenditure,clear-cut assignment of responsibility of the central and local governance,increase the scale of fiscal expenditure,introduce private capital,construct multilevel capital supply system,establish the capital efficiency evaluation system,improve the efficiency of the use of funds management,standardize the government green procurement system,and set up the concept of green consumption.Meanwhile,the corresponding measures were urgent to be established,to make full use of the emissions trading market,to establish regional joint prevention and control mechanism,to establish a national monitoring and public supervision platform,etc.Eventually,the improvement of atmospheric environment and the harmonious development between man and the nature could be achieved by means of controlling and management.
