Xiaoqing River is not only one of the 12 main rivers in Shandong province, but also the only inland river combined rail with sea transport in Shandong province, which play the role of drainage, water-logging, irrigation, navigation and other functions.Because of its special geography and hydrological environment, Xiaoqing River flooded constantly. The Xiaoqing River had been renovated from the Ming dynasty, going through the Qing dynasty, the period of the Republic of China to the early China, the comprehensive control of Xiaoqing river is still the key project of Shandong province and Jinan city in nowadays. Qing Dynasty is an important time over four and five hundred years of renovating history. In the early Qing Dynasty Kangxi and Qianlong period, Shandong provincial governors like Zhang Peng, Sange, Li Shude, Xu Ji had conducted four governance. These governance activities are local and regional governance which gave priority to flood control and dredging work. By the end of the Qing Dynasty Guangxu period, the renovation by You Baichuan?Chen Shijie and Sheng Xuanhuai were in large scale.Sheng Xuanhuai's improvement firstly realized basin through Xiaoqing River in history and also laid the basic flow pattern.
